SPECIFIC BREEDING CONDITIONS OF THE KCHMPPP
I. General Provisions
The Hungarian Pastoral Dog Breeders’ Club is governed by the Breeding and Registration Regulations of the International Cynological Federation FCI, the Slovak Cynological Union, the Union of Cynological Clubs and the current Act No. 39/2007 on Veterinary Care, Decree No. 283/2020 Coll. of the Ministry of Agriculture and Rural Development of the Slovak Republic on details of the protection of companion animals, requirements for the capture of stray animals and requirements for quarantine stations and shelters for animals. The provisions of the specific breeding conditions are binding for all members and non-members of the club engaged in breeding the breed

II. Breeding
• Breeding in the club is managed.
• Breeding is understood as purposeful breeding respecting the principles of genetic health of dogs. Breeding must not be at the expense of their health. A hereditarily healthy dog, within the meaning of these breeding rules, is one that transmits the characteristics of the breed standard and type, the nature and performance characteristics typical of the given breed, and does not have any significant hereditary defects that could adversely affect the functional health of its offspring. Breeding must not emphasize breed characteristics that could adversely affect the functional health of individuals of the given breed as a result of extreme development.
• Dogs with serious defects cannot be used for breeding: timidity or aggressiveness, congenital deafness or blindness, cleft lip, cleft palate, fundamental dental defects or jaw anomalies, defective eyelid shape, PRA, epilepsy, cryptorchidism, monorchidism, albinism, incorrect coat or eye colors, diagnosed severe dysplasia, patellar luxation. The club committee is responsible for managing the breeding together with the relevant breeding advisors.
• Close inbreeding is generally not recommended, it is only permissible when using controlled line breeding.
• The production of puppies without a pedigree and the trading or mediation of dog trade are incompatible with breeding. A club member may not knowingly sell puppies through buyouts, to dealers or dog traders for the purpose of resale. In case of violation of this point, the case will be referred to the disciplinary commission of the ÚKK.
• The club is entitled to constantly check and monitor
a) whether breeding individuals are in the permanent possession of the owner
b) in what conditions they are kept (housing, treatment, nutrition, etc.)
c) what conditions the breeder has for raising puppies.
• In justified cases, the club is entitled to temporarily or permanently restrict the breeding of either a specific individual or the entire kennel, based on disciplinary proceedings, if a violation of these rules is found.
III. Breeder, owner, holder
• The owner of a dog or bitch is a natural or legal person who has legally acquired the individual and can prove this with its certificate of origin.
• The holder of a dog or bitch is either the owner or the person who is authorized in writing by the owner to use it for breeding and with whom the dog is physically located.
• The breeder is the holder of a breeding bitch at the time of the litter, whose kennel was duly registered through the SKJ.
• Any change in the ownership of a breeding individual must be notified in writing to the breeding advisor within 15 days, this also applies to the loan of a breeding bitch or a stud dog abroad. The owner is also obliged to notify the breeding advisor of the death of a dog or bitch within 15 days. It is recommended to also state the cause of death, if known.
• The transfer of a mated bitch is possible. Unless otherwise agreed, the puppies will be registered in the kennel of the new owner or holder of the bitch, and unless otherwise stipulated, all obligations arising from the mating with a breeding dog are transferred to him.
• Breeding to a foreign kennel (borrowing a breeding bitch) is possible by mutual agreement between the owner of the breeding bitch and the owner of the registered kennel. The agreement must be concluded in writing and must be part of the application for a breeding permit.
• If a breeding individual is jointly owned by several persons from different countries, it must meet the conditions for inclusion in the breeding of all the countries of the co-owners where it wants to be used for breeding. In this case, it is not a foreign mating.
IV. Breeding individuals
• Breeding individuals are purebred dogs and bitches who have met the conditions for inclusion in breeding and are registered in the breeding individuals register in the studbook of the ÚKK.
• Inclusion in breeding is carried out by the club at the bonitations. Entry in the breeding individuals register is carried out by the studbook of the ÚKK. The dog must be re-registered before the first planned mating, the bitch is registered simultaneously with the first litter.
• Conditions for inclusion in the breeding:
a) minimum age limit of 18 months for dogs and 15 months for bitches
b) completed health examinations for individual breeds,

mudi – hip and elbow dysplasia, PRA, patellar luxation
puli – hip and elbow dysplasia, PRA, patellar luxation
pumi – hip and elbow dysplasia, PRA, patellar luxation
c) individuals diagnosed with moderate to severe hip and elbow dysplasia, diagnosed
patellar luxation and progressive retinal atrophy are not included in the breeding.
d) completion of at least two exhibitions, of which at least one must be an exhibition organized by the club, in the youth class, intermediate class and senior class, at exhibitions with the award of the CAC title. Puppy and juvenile classes are not counted towards the classification.
e) successful completion of the classification after meeting the health examination requirements. Classifications are usually carried out twice a year. Classification is governed by the Classification Rules of the Slovak Kennel Club.
• The conditions valid for non-members of the club apply to a breeding individual whose owner does not pay the membership fee.
• The breeding of a bitch ends when she reaches the age of 8 years (7 years + 364 days). That day is considered the last possible date of mating. The breeding of a dog is not limited by age.
• The breeding of a dog or a bitch can be terminated in the event of a higher incidence of genetically determined diseases in the offspring or in the event of a health-threatening disease of the breeding individual. The proposal to terminate breeding is submitted with a written justification by the breeding advisor. The final decision on terminating breeding belongs to the club committee.
• It is inadmissible for a breeding dog to be used to cover a non-breeding bitch, or to be used for cover before the conditions for breeding are met. It is inadmissible for a bitch to be used for breeding before the conditions for breeding are met or to be covered by a non-breeding dog.
V. Breeding permit
• Before the planned covering of a breeding bitch, her owner shall request a breeding permit in writing from the breeding advisor, at least 3 weeks before the expected start of the bitch’s heat, with the possibility of introducing 1 to 3 dogs with whom he plans to cover, or he may ask the breeding advisor to select a suitable dog. The breeding permit may include domestic breeding individuals or foreign breeding individuals.
• The validity of the breeding permit is set for a period of 12 months from the date of issue.
• The mating permit must be requested and completed even if both breeding individuals belong to the same owner.
• If mating has not occurred, the owner of the bitch is obliged to return the mating permit to the breeding advisor, no later than 14 days after the end of the bitch’s heat.
• Without a mating permit issued, mating cannot take place.
• In justified and proven cases, the breeding advisor may refuse to issue a mating permit. (e.g. very poor condition of the bitch, serious deficiencies in the care of the bitch and puppies in the previous litter, etc.)
VI. Mating
• Mating can only take place between two breeding individuals on the basis of a valid mating permit, where both individuals are listed and therefore approved by the breeding advisor.
• When applying for a breeding permit for a foreign dog, the owner of the breeding bitch is obliged to submit a copy of the dog’s pedigree and proof that the dog was kept in the relevant country. It is also recommended to submit a proof of examination for DBK, DLK, patella luxation and PRA.
• After the mating, the owner of the breeding bitch fills out the breeding permit and, together with the owner of the breeding dog, confirms the mating with their signatures.
• During one heat, the bitch may be mated by only one of the dogs listed in the breeding permit. If the selected dog does not mat the bitch, another of the listed dogs may be used.
• If the owner of the breeding bitch requests repeated mating during one heat, the owner of the breeding dog is obliged to allow this.
• At least 24 hours must elapse between matings of different bitches with one breeding dog.
• Artificial insemination is not permitted in dogs that have not previously reproduced naturally. In exceptional and justified cases, the club committee may grant an exception. In the case of artificial insemination of a bitch, the veterinarian who collected the semen from the dog must confirm this fact to the administrator of the stud book in which the puppies will be registered, that the fresh or frozen semen of the dog comes from the agreed dog. Furthermore, the owner, or keeper of the dog, must provide the owner of the bitch with the information mentioned regarding the breeding dog free of charge. The costs associated with the collection of semen and the performance of the insemination are covered by the owner of the bitch. The veterinarian who performs the insemination confirms in the permit that the bitch was inseminated with the semen of the selected dog. This certificate must state the place and time of artificial insemination, the name and number of the stud book entry of the bitch, and the name and address of the owner of the bitch. The owner of the dog from whom the semen was collected is obliged to inform the owner of the bitch to register mating in the permit. • The number of matings per year for a breeding dog is not limited.
• The owner of a breeding dog is obliged to report the mating to the chief breeding advisor within five days of the mating. In the event that the mating took place abroad, the obligation to report the mating is transferred to the owner of the breeding bitch. The chief breeding advisor keeps records of matings and litters for individual dogs.
• In the case of borrowing a dog or bitch from abroad, the breeding certificate of this individual is mandatory before the first mating in the Slovak Republic.
• The number of litters for a breeding bitch is not limited. A reproductive break must follow the litter. It is not permissible to breed a bitch after a litter without allowing a break for regeneration.
• Payment for mating is a matter of agreement between the owner of the breeding bitch and the owner of the breeding dog.
VII. Litter
• The breeder is obliged to take care of the bitch during the period of gestation and lactation, as well as the entire litter until the sale of the puppies, in order to guarantee their proper development.
• If the breeder cannot have the bitch in his own care during this period for serious reasons, he shall notify the breeding advisor of the address where the bitch with the litter is located. The bitch with the puppies must be located in the Slovak Republic.
• If the puppies are placed with the nursing bitch, the breeder is obliged to report this fact to the breeding advisor along with the number and address where the puppies are placed within 3 days of their relocation.
• The number of puppies in a litter is not limited.
• In the event of the death of the bitch during childbirth, artificial breeding is permitted. The breeder is obliged to immediately notify the breeding advisor of this fact.
• The breeder is obliged to notify the date of birth of the puppies within 5 days to the breeding advisor and the owner of the stud dog in a proven manner and at the same time agree with the breeding advisor on the date of the litter inspection. In the event that puppies are not born, the owner of the bitch is obliged to return the admission permit to the breeding advisor within 14 days after the expected date of birth.
• The marking of puppies with a chip is mandatory. The chipping is performed by a veterinarian, who will note this fact in the litter application. Only after the chipping has been performed and after the litter inspection has been performed, the breeder sends the completed form to the stud book of the Czech Kennel Club, on the basis of which certificates of origin will be issued. The application for registration of the litter in the stud book must be sent to the stud book administrator within 3 months of the birth of the litter.
• At the time of sale, the puppies must be at least 7 weeks old, properly dewormed, chipped and vaccinated. If a puppy does not meet these requirements, the breeder may not hand it over to a new owner. The breeder is obliged to keep records of the purchasers of the puppies /name and address/ and archive it for at least 10 years.
• In case of doubt about the origin of the puppies, the owner of the breeding bitch and the breeding dog is obliged to provide the individual for blood sampling for the purpose of DNA examination to determine parentage upon request. If the suspicion is confirmed, all costs of the examination and other related costs (travel, price of the procedure, material) are fully covered by the owner of the bitch.
VIII. Rights and obligations of the breeding consultant
• The breeding consultant does not have the right to deny the breeder’s request when selecting breeding dogs for his bitches for mating without giving a serious reason.
• The breeding consultant is obliged to warn the breeder about non-standard puppies, provide professional advice and keep records of this. If the breeding consultant finds that the puppy born shows a serious congenital defect or a significant deviation from the breed standard, which cannot be changed by further development (it can be surgically corrected to ensure the further safe development of the individual) and does not correspond to the FCI standard, he is obliged to inform the relevant partial studbook of this fact by indicating the specific defect in the application. In all these cases, the studbook will mark the certificate of origin of these puppies with a stamp “Non-standard”. In the case of awarding the mark “Non-standard”, the breeding consultant must write a justification for this decision. The breeder confirms by signing the form that he has been informed of the result of the puppy inspection.
• The breeding consultant is obliged to carry out a litter inspection at the breeder’s. During the litter inspection, the breeding consultant is obliged to verify the permanent identification of the puppy.
• The breeding consultant is obliged to inform the club committee and the club membership of the breeding results.
• The breeding advisor is obliged to notify the club committee of unethical breeding offenses by breeders, or gross violations of the club’s breeding principles.
IX. Final provisions
These specific breeding conditions of the KCHMPPP come into force and are effective from 24.08.2024. They may be amended or supplemented by a decision of the club’s membership meeting at the proposal of the club committee or a club member. Violation of the above provisions of the specific breeding conditions of the club exposes the club member to disciplinary action according to the valid club statutes.
